Job Description:


SUMMARY:

Assists with conducting audits for management to assess the effectiveness of controls, accuracy of financial records, and efficiency of operations by performing the following duties. Manages multiple complex tasks and projects simultaneously and independently to meet deadlines.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Include the following. May require evenings, weekends, and holidays as scheduled. Other duties may be assigned.

Audits records of departments and interviews employees to ensure the recording of transactions and compliance with policies, procedures, grants, laws, codes, and regulations.

Examines department activities for compliance with management plans and policies.

Inspects accounting systems to determine their efficiency and protective value.

Conducts investigations and prepares written documentation in response to inquiries and complaints.

Defines problems and analyzes financial data, utilizing various statistical techniques, and applying concepts to assist in formulating conclusions and developing recommendations and solutions.

Assesses the proper accountability of assets by conducting inventories.

Reviews records pertaining to staff and material assets, such as equipment and buildings, and determines the means of safeguarding those assets. Verifies the existence of such assets when appropriate.

Analyzes data obtained for evidence of deficiencies in controls, duplication of effort, extravagance, fraud, or lack of compliance with laws, government regulations, and management policies or procedures.

Prepares work papers and submits audit findings and drafts reports to the audit department management.

Presents information and findings to audiences in multiple formats and communicates information tactfully.

Assists in the annual external audit of the City’s financial operations.

Stays abreast of current Internal Auditing and Governmental accounting standards and industry issues.

Performs other duties as assigned.

SUPERVISORY RESPONSIBILITIES
This job has no supervisory responsibilities.

EMERGENCY RESPONSIBILITY
In the event of major storms or other emergency situations, this position may be subject to 24-hour shifts or any other emergency schedule that is necessary to meet the City’s needs.

DECISION-MAKING AUTHORITY
Decision making authority requires the ability to define problems, collect data, establish facts, draw valid conclusions, and make recommendations. Has a thorough knowledge of policies, procedures and past practices and makes non-routine decisions based on this knowledge. The decisions affect other divisions in the organization and/or the general public and impact the operations of the division and organization. Occasional decisions may be reviewed at a higher level.

QUALIFICATIONS
To perform this job successfully, the individual must be able to perform each essential duty satisfactorily. EDUCATION AND EXPERIENCE
Bachelor's degree (BA/BS) or equivalent in accounting, auditing, or a related field; and two years of related experience and/or training; or an equivalent combination of education and experience. Related experience must include two years’ experience in public accounting. Knowledge of and application of GAAP and the Institute of Internal Auditor’s Code of Ethics is required.

CERTIFICATES, LICENSES, AND REGISTRATION
Valid South Carolina Driver’s License.

COMPUTER SKILLS
To perform this job successfully, an individual should have a thorough knowledge of Microsoft Windows, Outlook, Excel, Word, or similar software. Knowledge of TeamMate auditing software or similar required.

LANGUAGE SKILLS
Ability to comprehend general instructions. Ability to read and understand safety manuals, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and business correspondence. Ability to effectively present information in small group situations with coworkers and the general public. Ability to respond to common inquiries or complaints from the general public.

MATHEMATICAL SKILLS
Ability to perform basic mathematical functions including addition, subtraction, multiplication and division in whole numbers, decimals, fractions, and currency.

REASONING ABILITY
Ability to apply common sense understanding to carry out general written or oral instructions where only limited standardization exists. Ability to interpret a variety of general instructions furnished in written, oral, diagram, or schedule form.

SAFETY

Must report occupational injury/illness immediately to supervisor to ensure First Report of Injury/Illness is submitted within (8) hours of occurrence.
